Nature of surplus... could be anything, but the paperweights will get weeded out for the most part. There are a couple key parts you'd want to change on a used M9 anyway. Or 92 for that matter. Depends who sells them, they might offer hand select, which usually gets you the best of 5 samples. That can hedge your bet in the milsurp lotto.
There are some 59/66 Yugo SKS rifles for sale a few places that are basically unfired. The Chinese ones circulating a couple years ago had shot out barrels and carved up stocks. "Trench art" whatever.
