What's up in Dubai

I just saw that the opening race for 2011 is being held in Abu Dhabi after being scheduled for Dubai. The schedule does not show Dubai as having the last race either. They have been the last race since hosting the event in '92 or '93. Also only one Victory Team boat is on the entry list.

Some sort of security concern maybe? I know there have been some security discussions about various events. Here's one example.
