I saw you talking about Chrome horn a couple times... i searched a bit, and found :
The bumper of a car as it used to ram other drivers when they cut you off.
The act using of one's car bumper to express road rage.

The chrome horn is used when a slower driver is hold up a faster driver. In other words.......bump and run
