I'd actually prefer a "marine" endorsement on driver's licenses. Here in FL we already have a "motorcycle" endorsement so the framework is there. The "skills" test could be dealer structured so that new boaters need to get signed off with a 30-min in-water instruction. Pass one of the online tests and you're good to go every ten years. Every so often the new rookie cops get to spend a weekend at the ramps checking licenses.
Where's Dollabill? Can someone confirm truly whether or not Marinas collect and remit Federal road taxes? Actually, all state/county/city taxes for that matter? Which ones do marinas actually have to collect? Isn't that one of the reasons that having fuel delivered is cheaper, because they don't collect some of the taxes?
