Seems like they could use a catchall of "imparied driving" where the cops can punch your ticket for erratic driving and then back up the charge with some subjective cognitive tests (documented via video or some similar means). Similar to what they do when someone refuses a breathalizer. I mean if you're driving in an unreasonable fashion and you are impaired in a way that materially diminishes your capacity to safely operate a car, it seems like good grounds to get stopped and potentially arrested, whether you're on the dope, qaaludes, heroin or cold medicine.
Then again, one of our country's greatest industries of the current era is writing painfully detailed laws rather than applying general rational concepts... Guess the legislatures have to justify their existence somehow.
