The Obama channel on TV???

I have Dish Network.
For the past month, channel 73 has been "Obama's plan for America".
Now, I'm in Kentucky, but all my TV is based in Cincinatti. So, is this a local thing?? Trying to win the Ohio swing vote??
What can it possibly cost to buy your own TV channel for a month??
I haven't watched it, but flipping through channels, it's ALWAYS there.
