Better yet, you should have to earn citizenship and your full package of rights. On your 18th birthday, you should have the option of entering government/civil/military service or deferring that entry while attending a college, university or trade school- and the only qualifying courses are pre-approved one's that end up in a career that contributes. You want an art history degree? Go after you're discharged from the infantry.
