Who does it? I see some of the smaller boats with registration #'s on them, but most of the teams I see don't have them. How do you get pratice time in without getting hassled for registration.
What is required to obtain a permit? Don't they question that? HOw long does a permit last?
With all the noise regulations, speed limits, rules and regulations (and sailboaters) on the water today, I would imagine there would be plenty of people to complain about a race boat being out there.
Also, when you go out to practice (let say you just have a permit), can you still be stopped by the Coast Gaurd for a safety check...meaning you need to have Coast Gaurd approved life jackets onboard (not Lifeline), an anchor, flares, horn, etc.?

First thing these marine police want to see is the flame arrestor !! They know your race boat may not have a cg approved one. From my jersey skiff days trying to avoid tickets
AS far as the CG regs, I dont know about the other orgs, but the OPA annual inpection includes all of the CG basics with the exception of the lifeline vests, throwable floatation and lights. We also advise teams that during saturday testing it is rules of the road, the CG may pull you over and check you
Interesting....this reminds me of some of the incidents from the past Worlds where there were some boats that went over from (supposedly) avoiding traffic while practicing.
