That was another futile excercise in government meddling with nature. Lived there then and watched the whole circus. Was amazing thats for sure.

What were they trying to do?

The American Falls were, and still are, turning into rapids. There was a pile of boulders at the bottom and they wanted it to look more like the horseshoe falls. They dammed up the rapids in front of the falls to stop the flow and removed all the rocks.boulders from the bottom of the American Falls. Then after they removed the dam, it only took a few years and it was just like it was before, only worse. Cant mess with mother nature.

I was watching something on TV that had a rough calculation of how long (in thousands of years) it will take the falls to get to Lake Erie and a rather entertaining story of what will happen to Lake Ontario and Erie when it does...

I lived in the Falls for nearly six years. It's living (barely) proof that the Italians used up all of their civic managment skills during the Roman empire. The Falls is a mess!

they currently do this?

There are sets of flood gates in the river above the falls that can be closed which directs more water into the power plant intakes (which you can fly a 747 into by the way). I can still only assume that they still control the flow to some extent but I dont know if they increase the power plant consumption at night. Kinda doesnt make sense as the power demand is lowest at night.

Back when I lived on Grand Island every thursday night they would open all the gates to flush them out and the water level in the Niagara river would drop 1-2 ft fairly quickly.

My father has pictures of when they blocked it off. He was 17 at the time, and thought it was a good idea to climb down in there. We do have a very large quartz rock that he carried out of the bottom though sitting at our cottage near the falls.
