I think it's pretty simple. You'll have to pay the $1000 to register your boat and $300 to register your crew and then you can race.

Go to the OPA site and send Smitty, Augie, and Ron emails to see if they have a racers plan set in place yet. I've heard nothing so far about a special deal like last year. They are probably busy getting ready for Solomons though, I would not expect a quick answer.
