Further research by the florida Dept. of Fish and Game has determined it was not actually a barracuda. It was an Asian Carp in a Barracuda halloween costume.

News Update, US 1 Radio reports that it was probably a Houndfish ( a larger relative of the pinfish) that injured the woman.
