The Marine Sanctuary's no-take zones were called "replenishment zones" by conservationists and "punishment zones" by fishermen.

Florida Gov. Farris Bryant was in Key West to take part in NBC-TV's "Today Show" and stressed that Florida was spending $3 million to overcome the adverse publicity from the Cuban Missile Crisis.
