It seems like both sides are missing some major points of the ruling.
One is, a suit proving damages would have to be filed and won.
The other is, Congress can pass a law, if the President will sign it, that the Natural Resources Council, (as an example), can set standards for whatever they want as long as they have scientific evidence stating that is what should be done to fix whatever. So the law would read something like, in Federal controlled waters, (200 miles out from shore, the Great Lakes, every body of water connected to those that is 2 miles wide or more, etc), the Natural Resources Council can set quotas on all fish caught as long as they have scientific evidence from three different samplings of the fish species being regulated stating the fishery is in peril of endangerment due to the reduced number of the sampling size versus previous years. Or some such wording.
It is kind of a win for everyone, and hopefully will actually help in the long run. But, when it comes to fisheries, the one guy is correct. Either eliminate the giant bottom drag nets, or keep everything and set a maximum amount allowed. Also, quit giving permits to our so-called allies to do those kinds of things within our 200 mile limit.
