Every head-up-his-a$$ congressman has the right to introduce legislation. If you saw some of the nonsensical crap that some of them come up with you'd be sick to your stomach. Most times it never sees the light of day- or committee. But they can still introduce crap like this and show their constituents they're "doing something" and thereby hold on to their jobs for a little bit.
Obviously a piece of legislation this silly- requiring the licencing of firearms- isn't going to get past first base. If it were successfully driven through the House and then the Senate, even as an amendment to a bill, and it was signed into law, it wouldn't survive a day. It's blatantly unconstitutional. Read the part where it says "infringed" This is what they meant by infringed.
At the same time...
If you own firearms, if you hold that it is your constitutionally right to do so, or if you just believe in the literal interpretation of the Constitution is the correct way and want to preserve all of those rights guaranteed within, you should probalay begin taking a more active role in protecting those rights. The other side isn't stopping and they won't. Waiting until the problem is on your doorstep to begin fighting against it is a flawed plan.
