Another bad Boat deal.

A Co worker decided to buy a used Boat this Summer. I ran into him the other day and asked if he had a good Summer with it ?
He tells me his story.He never got to use it !
He went to register it w/ Bill of Sale and they asked for the Title. He explained the previous owner said it didn't have or need one. Of course it was bought and paid for at this point.He calls previous owner and tells them they need to file for a lost /duplicate Title and life will be good. Many calls later.Even calls to the young sellers ( mid 20 ish) parents gets him nowhere. He starts researching more and finds out thru the Mass. Enviromental police the guy never reg. or titled the boat they had bought used. He then contacts seller and offers to pay sales taxes owed.Still nothing !
He contacts the previous owner to this guy and asked for desperate assistance. They said sure! The guy had stopped payment on the check to them and they had to take him to court for payment.They just needed to ck with their Attorney to cover all bases.The Atty. tells them NO WAY.Because they took the owner to Court there is a clear paper trail of the change of ownership.
Back to Mass Enviormental Police who tell him they were required to pay the sales tax before 90 days and now they will begin penalty fines they will begin at $250 and then escalate from there. Upon non payment they will be put in the State Computer and be un able to renew Reg.'s on cars,renew licences etc.etc.
Meanwhile my buddy will Reg. boat in a nearby State w/out title law and worry all Summer about mooring in this State with out getting caught.

Buyer beware. Don't hand over payment without Title !
